The failed error could be causing for something in the server deleting the session.
You will need to contact your hosting company and tell to them about this issue, if the issue persist I strong recommend you to move your site to a recommeded hosting companies: * http://www.phpfox.com/hosting

You can put it in both Russian and English so that if someone that speaks Russian is on the forum they can answer in both Russian and English if that would help. We do just have to have an English translation of any other language.
I'm happy to say that we can mark this as "Solved". When I downloaded the files to my laptop, something looked different, so I upgraded again and it worked when I went to the install page. Cannot answer why, but I am up and running on 3.7.5 build 3! Thanks again for your help and support.
Instead of restoring the tables and rows to a new database I recommend you to upgrade your site, because if the databases do not have the same version you could get missing columns, index, etc...

what would the script part be for the module folders(folder itself, directories and files) or something that would make sure all directories and files are correct for phpfox running.
I was having issues uploading so I manually changed permissions and want to make sure I lock everything up correctly and your script seems to be the way to go. Also, I am able to log onto Linux move to that folder painfully slow and run each line one at a time but you mentioned storing it and running the whole thing at once...you have a website to learn how to do that? Just learning Linux, not use to the DOS type screen I guess :)
did you rename the new htaccess.text to .htaccess the htaccess on every version is different and maybe will optimize your speed, at least for me it did, my dev was slower then main, easy to miss updating new htacce4ss since it has to be done manually, maybe that will help
