Merged duplicated threads. Yes, this is V4. There are some fixes being done and I don't know when those are pushed to this site but I think they get pushed right away. This is how V4 looks though. You can get a designer to change the look of it as it has a good template system. You can also choose to use the Nebula product instead of this Neutron if you like that better. Lots of choices.
