What's the Proper procedure to update apps purchased?
If the developer has coded it to show when it has an update, all you need to do is open the app and click to Update.
If the developer has not coded it to show when it has an update, tell them to(note that it doesn't work for v3 ported to v4), and then follow the steps below to update it until they code it to show (or if it is a v3 ported app):
Go to your Apps section in admincp and click to find more apps.
Use the search and search for the app you want to upgrade.
Click the Get It once you have opened the app you want to upgrade. That will automatically update it. Easy peasy. :)
Clear cache twice or three times even. I find that cache doesn't fully clear when only done once.

It is easy for the dev to update a v4 app to include the code for showing if it has upgrades - https://docs.phpfox.com/display/FOX4DEVDOC/JSON+Configuration . This only works for v4 "native" apps though. It doesn't work for the old style v3 modules ported into v4 apps. In that case, maybe see if the developer will update their code to be v4 "native".
If they won't, then it still only takes an extra click and then a quick search, one more click and it will upgrade as shown in the above post.

Got this. Does it go away?
The cache system is locked during an operation that requires all cache files to be kept in place

Just click to unlock it and when you try clearing cache a few times in a row, you need to slow down a bit to allow for the server to catch up. :)

Maybe it would be good to have a progress indicator of sort...
