We cannot give you a solution because we don't understand your situation clearly, can you explain your case more detail?
Example for your case:
- You have a production site on yourdomain.com
- You have a dev site on a sub domain yourdomain.com/phpfoxdev2
- You cannot access to admincp of dev site at yourdomain.com/phpfoxdev2
If above example matches with your case, please help us to check: Login to admin account of dev site, on drop-down menu on user bar (in top-right corner), click on Admincp menu. Does it go to admincp? If not, please provide us more info (messages, screenshot ...).

yes i can access the production site on http://toproadliveradio.com/phpfoxdev2/admincp/

but when i put in the info for the dev site login it brings me back to http://toproadliveradio.com/user/login/

How did you install the dev site? We cannot access it, the link http://toproadliveradio.com/phpfoxdev2/ show "page not found" on your production site, this means your dev site isn't installed successfully.

i changed it in the include/settings
it's http://toproadliveradio.com/phpfoxdev/

i' also able to log in to admincp now..don't konw if it's because it was phpfoxdev2
i changed it in the include/settings
