How to install cookies on my website? There are no docs on support files from phpfox about cookies

Hello. Does anybody knows how to install cookies on the homepage of my website? I need to install them cause im from europe and its under law. I don`t want to be criminal lol... Please let me know if you know some article to install the cookies.
