Paypal Currency problem

As Indian LAW  ... all indian Citizen never get USD $ from paypal ......

your client live anywhere in this world they buy item from your site but indian citizen phpfox site owner never add any currency in paypal  ... they use only INR  
this is big problem for me  ... my users never buy any item from site ...what i do ? 
already contact paypal support ......... paypal support team say its our site voilation if you use USD $
