Need to add some features. Only need to learn php?

Hello guys. I will comment you what I need to add for my website.

- advanced search box for some modules (apps);

-a different kind of block to show dinamic content; And I mean, change the block appareance. I need the content to be shown into a drawn cloud.

-add new filters to some "apps"; Just like "created at" ... "from user", and use this info in advanced search box.

-add "auto translate google system".
 

-create a new app

To do all this, all I need to learn is php? Will I need JS, CSS. HTML, MYSQL?
PS: Already did a similar question but not so specific. This is why im asking this again, to study everything I need to build my website.
