I think I figured it out. Just have to be really fast and hit escape to get the page to not force a reload. Odd issue.

4.8.3, but I'm not sure if all of the files are getting unzipped properly and uploaded. When I scan the zip archive it lists 16k files but it only unzips 13k. I've never experienced anything like this before.

After you unzipped did you followed the upgrade procedures or is this a brand new install?
