PF.Site/ and PF.Base/ are writable
Okay, CHMOD PF.Site and PF.Base directories as 777 prior to upgrade. Upgrade completed. CHMOD both directories back to 755. I see the following alert in ACP:
PF.Site/ and PF.Base/ are writable. Please follow our document to resolve this warning
Huh? Files are all assigned permissions as 644 in both directories.
Second, but unrelated issue related to upgrade. Original attempts to upgrade failed. When I checked /public_html/PF.Base/file/log, I saw the following:

So, I edited /public_html/PF.Base/include/library/phpfox/setting/setting.class.php file by changing:
